Dr. Phillips's I-4 Ramps Are Losing Their Left Turns. Apopka-Vineland Gets a Few Harder Months First.

October 22, 2026

If you drive south on Apopka-Vineland Road to reach westbound I-4, the lane you've used to slide onto the ramp without stopping is closed. The Florida Department of Transportation said in an October 7 advisory that the new temporary setup would start after the final overnight ramp closure ended the morning of Tuesday, October 13. FDOT expects it to stay in place for about four months. If the schedule holds, that runs to around mid-February 2027.

On its own, that sounds like one more construction headache. But compare it with what has already happened at Sand Lake Road and Daryl Carter Parkway, and the plan becomes clear. FDOT is rebuilding all three of Dr. Phillips's I-4 interchanges to get rid of turns that cross oncoming traffic. Sand Lake is mostly through that change. Apopka-Vineland is in the middle of it, and the middle is where drivers are now.

What southbound Apopka-Vineland looks like until about February

FDOT's advisory describes the temporary pattern lane by lane. Southbound Apopka-Vineland has four through lanes approaching I-4, and each one now has a set job:

  1. The rightmost lane turns right only, onto the westbound I-4 entrance ramp. Drivers in it yield to northbound drivers who have a green arrow to turn left onto the same ramp.
  2. The next lane over is a through lane, and it's also how you reach eastbound I-4. Drive through the intersection, then merge right onto the eastbound ramp.
  3. The other two lanes stay as regular through lanes heading south.

The yield in the first item is the change you'll feel. Before, southbound drivers headed west had their own free-flowing lane. Now they share the ramp entrance with northbound drivers turning left, and the left-turners go first when their arrow is green. FDOT says this setup is needed while crews finish the ramp's final configuration.

When FDOT closed this ramp overnight on October 11 and 12, its posted detour sent drivers south on Apopka-Vineland, right onto westbound World Center Drive (S.R. 536), and then onto the loop ramp to westbound I-4. That route was meant for the closure nights, but it shows how the roads connect south of the interchange.

What the finished Apopka-Vineland interchange is designed to fix

The FDOT project page for the I-4 and Apopka-Vineland interchange explains what the current inconvenience is for. The most important piece is a new loop ramp from northbound Apopka-Vineland to westbound I-4. Once it opens, northbound drivers will no longer turn left across southbound traffic to get on the highway. That green left-turn arrow, the one southbound drivers now yield to, is the movement the finished design removes.

The same plan realigns the southbound entrance to westbound I-4 so drivers have more time to merge. It also lengthens the westbound I-4 exit ramp to Apopka-Vineland to keep exiting traffic from backing up onto the interstate, and it adds longer turn lanes on Apopka-Vineland itself. FDOT says design work is still underway and small changes are possible. The state's Central Florida roads project listing estimates completion in late 2027.

Part of the work is already finished. In an August 28 update, FDOT reported that crews had widened the entrance ramp from northbound Apopka-Vineland to eastbound I-4 and added about 1,400 feet of new pavement, giving drivers more room to merge. The same update mentioned limerock already in place for the westbound ramp change that has now started.

Sand Lake Road shows the plan after the hard part

Sand Lake Road has already been through the same kind of changes. Its I-4 interchange has run as a diverging diamond since early Saturday, March 9, 2024, according to FDOT's driver handout for the Sand Lake interchange and WESH's reporting on the project. In a diverging diamond, traffic on Sand Lake moves to the opposite side of the road after the first signal and moves back at the second. Because of that crossover, drivers no longer turn left across oncoming traffic to get on I-4.

The next step opened early Saturday, May 2, 2026. It was a loop ramp built to replace the left turn from westbound Sand Lake Road onto southbound Turkey Lake Road. FDOT said that left turn and its signal phase contributed to backups at an interchange that handles about 115,000 vehicles a day.

According to FDOT's write-up on the loop ramp, the trip now works like this:

  • Westbound on Sand Lake, headed to Turkey Lake Road: keep right and get on the loop ramp just before the Turkey Lake intersection. It crosses over Sand Lake Road and ends at a signal at Turkey Lake Road and Sand Lake Sound Road.
  • At that signal: turn left to keep going south on Turkey Lake Road, or turn right to head north toward the shopping plaza.
  • Westbound on I-4, headed to Turkey Lake Road: at Exit 74A, keep left to exit straight onto Turkey Lake Road without touching Sand Lake, or keep right for Sand Lake Road.

The plaza north of that signal is Phillips Crossing at 8003 Turkey Lake Road. It's anchored by Whole Foods Market, and its other tenants include Golf Galaxy, Michaels, Five Guys, Seito Sushi and Yummy House. If you drive west on Sand Lake for a grocery run, you now reach the store by going over Sand Lake on the ramp, then turning right at the new signal.

Sand Lake still has work ahead. The Sand Lake interchange project page says ramps are being reconfigured and lengthened, and Sand Lake Road and Turkey Lake Road are getting more capacity. Crews are also building two barrier-separated westbound express lanes from west of Sand Lake Road to the existing express lanes near Kirkman Road. Construction started in spring 2023, and completion is expected in 2027.

Exit 70 opened in 2025, but only some trips can use it

Dr. Phillips's third I-4 interchange is the newest. FDOT opened the I-4 and Daryl Carter Parkway diverging diamond as Exit 70 on July 19, 2025. It has three ramps: exits from eastbound and westbound I-4 onto Daryl Carter Parkway, and one entrance from Daryl Carter Parkway to eastbound I-4. A westbound entrance ramp has been put off until some later date.

That missing ramp matters this fall, because westbound I-4 is exactly the trip that just got slower from southbound Apopka-Vineland. Exit 70 helps with the other directions:

Trip Can Exit 70 help?
Getting off I-4 coming home, either direction Yes, both directions have an exit to Daryl Carter Parkway
Getting on I-4 eastbound Yes, there's an entrance to eastbound I-4
Getting on I-4 westbound No, that entrance hasn't been built

FDOT has already used Exit 70 to route traffic between interchanges. During the overnight closures of October 13 to 15, drivers on northbound Apopka-Vineland south of I-4 were detoured onto eastbound I-4, off at Exit 70, west along Daryl Carter Parkway, and then southwest on Palm Parkway back to Apopka-Vineland Road. Drivers on southbound Apopka-Vineland north of I-4 got a different detour. They took westbound I-4 to Exit 67, used the loop ramp to eastbound S.R. 536, and continued from there to Apopka-Vineland Road.

How the three interchanges compare this fall

Line up the three, and each is at a different stage of the same rebuild:

Interchange Turn across traffic that's being removed Status as of mid-October 2026 Expected completion
Sand Lake Road Left turns onto I-4, and the left from westbound Sand Lake to southbound Turkey Lake Diverging diamond since March 2024, loop ramp since May 2026 2027
Apopka-Vineland Road Left turn from northbound Apopka-Vineland to westbound I-4 Temporary lane setup for about four months, loop ramp still to come Late 2027
Daryl Carter Parkway Left turns across oncoming traffic, removed when the overpass was converted to a diverging diamond in spring 2025 Open since July 2025, no westbound entrance yet Westbound entrance deferred

Both Sand Lake and Apopka-Vineland will keep having overnight lane and ramp closures with only a few days' notice. In mid-October, for example, Apopka-Vineland under I-4 closed completely at night while crews set bridge beams. FDOT posts each closure through its construction alerts sign-up, which is the most reliable way to find out about the next one before you're stuck in it.
